If you want to embed images in triggers you will need to ask your CSM to enable:

Admin->System->Emails->Embed Images

then Triggers will embed images. This will also embed images for all other email sends.

You don't get the option to pick this on a per email basis in Triggers like you do on the Send Email screen so if you choose this option it will take effect across the entire platform.
