If the menu includes in a site are deleted or renamed the site may stop loading. 

It is possible to regenerate all of the menus on a site by enabling "Admin.Roles.Web Pages.Regenerate menus"

You can then visit the site options listing, and click on "Generate menus":

This will recreate every menu-1234.aspx file on your site.
