In order to send emails to contacts on a campaign basis the you (the client) would need to take the following three steps.

 

First step: you would need to make sure that any contact who you wish will receive irregular communications is not added to your global suppression list, because this would override the campaign type.

 

Second step: you would have to add the new "No Marketing Communications (ALL)" suppression list (i.e. those who want irregular, non marketing content, and who are not globally suppressed) as a suppression against all other email types. You would then set up no suppressions for the new exceptional communications email type, but that would still honor the global suppressions (which you will have to test).

 

Third step: you would have to make it VERY clear on any unsubscribe forms whether a contacts is unsubscribing from everything, or just selected communication types.
